2026 REAP Eligibility List Released
The Rural Education Achievement Program (REAP) Master Eligibility List has been sent to eligible rural Local Education Agencies. In Minnesota, 166 rural school districts, cooperatives, and charters are eligible for Small, Rural School Achievement (SRSA) grants and 24 are eligible for Rural and Low-Income Schools (RLIS) grants. Thank you to the MREA member superintendents and business managers who sent in their notification. Also thank you to those who completed the brief survey last week indicating that they received their 2025 allocation and the process went smoothly.
If you have received SRSA or RLIS grants in the past and did not receive this notification, click on the Master Eligibility List and see if you are listed and confirm that your contact information is up-to-date. You can contact Graham Hartley (graham.hartley@state.mn.us) at MDE to update your contact information and ask about your district’s eligibility or grant allotment.

Dear Local Educational Agency (LEA) Contact,
The U.S. Department of Education encourages your LEA to review the information that will be used to determine eligibility for the FY 2026 Rural Education Achievement Program (REAP) grants, including the Small, Rural School Achievement (SRSA) and Rural and Low-Income Schools (RLIS) programs.
Your LEA’s data appears in the preliminary REAP Master Eligibility Spreadsheet (MES), available on the REAP SRSA Eligibility webpage.
Please review your LEA’s information as soon as possible, including average daily attendance (ADA), contact names, and virtual designation. You may also wish to review your LEA’s estimated allocations for planning purposes.
If you find incorrect information, please contact your REAP State Coordinator, who will work with the Department to make updates.
SRSA Application
The MES will be finalized before the SRSA application opens. LEAs eligible for SRSA with an estimated allocation greater than zero will receive a unique application link by email in mid-spring. The primary contact listed in the spreadsheet will receive the application link, so please confirm that your contact information is correct.

Unique Entity IDs (UEIs)
To apply for and receive SRSA funds, eligible LEAs must have an active Unique Entity ID (UEI) registered in SAM.gov. UEI registrations must be renewed annually, so please confirm that your registration is active. For more information, you can access our UEI Support Guide for SRSA Grantees. If your LEA is experiencing difficulties with UEI registration or renewal, please contact the FSD Helpdesk.
RLIS-Eligible LEAs
An eligible LEA intending to participate in RLIS will not submit an application to the Department as RLIS funds are distributed by State Education Agencies (SEAs). However, your LEA should review its eligibility data for accuracy.
