The Minnesota Professional Educator Licensing and Standards Board (PELSB) released a new a second draft of possible changes to the rules governing unit and program based on feedback it has received in the initial public comment period.
PELSB published its Request for Comments on Feb. 11 and, at the same time, made a first draft of possible changes available for review.
The changes incorporated into the second draft largely focus on the proposed requirements governing school partnerships, field experiences, and student teaching. Learn more about the changes.

Next Steps
Rulemaking involves several steps that are required by state law. The steps exist to ensure the public and stakeholders have several opportunities to provide input and feedback about the proposed changes.
PELSB will continue to review comments and assess additional changes to the draft language over the next several weeks. Later this spring, PELSB hopes to bring a draft of the proposed changes to the full board for review and approval, after which PELSB will publish its Notice of Intent to Adopt Rules in the State Register. This will trigger another comment period.
Once the final comment period closes, the proposed changes will be reviewed by an Administrative Law Judge as well as the Governor’s office.
