MREA, MSBA, MASA and AMSD are joining forces to provide you, our members, tools to inform your communities about the constitutional amendment vote this November 3, and its impact on the education of your students and communities.

This November, Minnesota voters will be asked to consider a constitutional amendment that would improve the distribution of funds to public schools from Minnesota’s Permanent School Fund.

The Minnesota Permanent School Fund is not widely understood and yet is an important part of Minnesota’s public education financing. With the November ballot question, Minnesota’s public education leaders are the critical cog in the effort to educate the public because you are the most trusted source of information in your local communities. Because of this trust, we are sending information to help prepare you for your important role and will follow with additional information to educate your communities.

You will receive packets of data and resources to accomplish the following three phases of the campaign to pass the constitutional amendment for the Permanent School Fund:

• Resources for preparing leadership,
• Resources for educating the community, and
• Resources for Vote Yes groups
  (MREA is the only one of these organizations which can distribute these since MREA is a 501c4 and can advocate for ballot measures)

Today, we are sharing the first set of Permanent School Fund informational materials to help you familiarize yourself with:

• The history and purpose of Minnesota’s Permanent School Fund
  • The proposed constitutional amendment
  • Why the amendment was advanced by the Legislature
  • Potential impacts on school districts and students
  • What education leaders can, and cannot, do when communicating about ballot questions

Over the coming months, many Minnesotans will hear about the Permanent School Fund for the first time. As trusted community leaders, you may receive questions from parents, staff, community members, local media, civic organizations, and elected officials. We want to ensure that you have access to accurate information and resources to answer those questions confidently and appropriately.
